FosterThomas, Inc. is a leading HR Management and Consulting firm. We are seeking a Proposal Manager/Writer to assist our client based in Washington, DC. This is a part time, permanent position and may be done virtually. 

Our client is a fast-growing government and private sector consulting firm located in Washington, DC. We are looking to hire a detail-oriented, self-motivated Proposal Manager / Writer that is eager to participate in the proposal writing process and assist with developing winning proposals for various government and private sector solicitations. If you are not accountable, not organized, ignore details, and aren’t used to working towards a deadline, then this job is not for you. The ideal candidate must be laser-focused, deadline-oriented, and have a small team-player attitude. The candidate must possess the ability and flexibility to track, manage and lead all proposal team responsibilities to ensure work is being done to meet deadlines and corporate expectations.

Duties and Responsibilities:

 
  1. Manage the entire life cycle of the proposal development process, including scheduling, editing, writing, developing content, and production of the final proposal package.
  2. Develop proposal win themes and identify discriminators
  3. Develop and manage the proposal team: allocate proposal personnel and resources, and issue effective proposal instructions to proposal team staff.
  4. Determine proposal concept by identifying and clarifying opportunities and needs.
  5. Analyze solicitations, which include but are not limited to Requests for Proposal (RFPs), Request for Quotes, Sources Sought Notices (SSN), and Request for Information (RFI).
  6. Attend proposal strategy meetings.
  7. Meet all proposal deadlines by establishing priorities and target dates for information gathering, writing, review, and approval; entering and monitoring tracking data; coordinating requirements with contributors; contributing proposal status information to review meetings; transmitting proposals.
  8. Communicate risks associated with proposals.
  9. Develop proposals by assembling information including project nature, objectives / outcomes / deliverables, implementation, methods, timetable, staffing, budget, standards of performance, and evaluation; writing, revising, and editing drafts including executive summaries, conclusions, and organization credentials.
  10. Maintain quality results by using templates; following proposal-writing standards including readability, consistency, and tone; maintaining proposal support databases.
  11. Obtain approvals by reviewing proposals with key providers and management.
  12. Improve proposal-writing results by evaluating and re-designing processes, approach, coordination, and boilerplate; implement changes.
  13. Review current proposal content and edit to refine and polish
  14. Anticipate and resolve proposal challenges and problems.
  15. Prepare status reports and briefings for management; prepare, present, conduct, and participate in reviews at all stages in the proposal process.
  16. Ensure the proposal conforms to the instructions, evaluation criteria, and SOW in the solicitation.
  17. Constantly seek to improve, document, implement and support continual proposal process improvement; and train proposal team members on the proposal development and writing process.
  18. Analyze solicitations (particularly federal, state, and local government), identify all requirements and criteria for evaluation, and prepare the detailed proposal outline.
Additional Responsibilities
  1. Assist in the capture and business development processes.
  2. Review website content, edit and update as needed.
  3. Provide quality control on documentation and deliverables that are not associated with proposals and projects.
  4. Develop press releases, newsletters, white papers, and case studies.
Required Qualifications:
  1. 5+ years of managing and writing multi-volume IT and management related Federal, state, and local government and private sector proposals that have resulted in awards
  2. A bachelor’s degree in a relevant field (English, Political Science, Communications is preferred) or equivalent experience.
  3. Expert in MS Word and PowerPoint
  4. Proficient in Excel, MS Project, Adobe Professional.
  5. Exceptional time management skills and self-motivation.
  6. Has executive presence, including excellent communication skills, oral and written, and outstanding interpersonal skills
  7. In-depth understanding of compliance with regards to federal government solicitations
  8. Demonstrated ability to work independently and as a team.
  9. Self-motivated and customer-oriented
