Job Title: Senior Payroll and Benefits Administrator

We deliver tailored cost-containment HCM consulting services to easily meet some of the most complex challenges that our clients face daily. We are currently assisting our client based in Horsham, PA in the search for a Senior Payroll and Benefits Administrator. This is a hybrid (two days work from home and three days in office), full-time, and salaried position.

Job Purpose:
This position is responsible for the accurate preparation, documentation, distribution and reconciliation of payroll in compliance with federal regulations, state regulations and company policies. It is also responsible for the administration and day-to-day activities related to benefits.

Duties and Responsibilities:

  • Processes the bi-weekly payroll and payroll adjustments if necessary; processes garnishments; perform pre-processing audits to ensure data integrity.
  • Coordinates/resolves payroll and payroll tax issues with payroll service.
  • Responsible for the legal compliance of overtime FLSA regulations for hourly and nonexempt employees.
  • Responds to requests for payroll information and/or payroll questions with employees, other departments, government agencies, etc.
  • Reviews payroll reports and ensures all applicable tax filings (federal, state, local, etc.) are processed by payroll service.
  • Forwards tax filing information to payroll service and responds to requests for payroll tax filing information and other requested information with payroll service.
  • Applies for tax jurisdiction (state, local, etc.) identification numbers as needed and responds to all associated follow-up requests for required information to get approvals. Ensure all tax jurisdiction identification numbers are entered into payroll service timely.
  • Requires continuous education on any tax and withholding compliance rules and regulations for the US and is responsible for accuracy and ensuring all year end requirements are met on time.
  • Responsible for overseeing the preparation, timeliness, and accuracy of all year-end processing for employees, including W2s, auditing of Federal, State, and local returns for Tax compliance.
  • Creates and distributes monthly OSHA report, LTD/STD report, Hours/$ report, Census
  • Coordinates 401(k) audits and compliance testing and provides pension and 401(k) payroll data for testing/valuation purposes.
  • Validate and approve funding of 401(k) contributions and loan repayment information with 401(k) record keeper.
  • Ensures the payroll systems are updated with employee changes.
  • Ensure that confidential employee information is properly protected, and that confidentiality of all payroll-related information and employee information is adhered to.
  • Completes verifications of employment for employees from mortgage companies, Bureau of Employment Security, etc.
  • Ensures W-2 and ACA forms are completed/adjusted as required.
  • Determines bonus eligible salaries for employee bonuses; maintains an ongoing adjustment file.
  • Prepares payroll journal entry for Finance each pay period, assists with budget and forecasting preparation.
  • Plan, design, implement and administer a comprehensive rewards strategy, and programs including work/life balance programs.
  • Strategically assesses the effectiveness of current programs in achieving organizational objectives; identifies best practices and benchmarks; and develops recommendations for modifications to align to HR strategy and business goals.
  • Determine and implement metrics that assess and monitor the effectiveness of ongoing compensation and benefits programs and new initiatives.
  • Effectively plan and direct the implementation and administration of all benefit plans including annual open enrollment efforts.
  • Develop and coordinate communications strategies and activities designed to educate and inform employees about total rewards.
  • Develop internal operating procedures and controls for administering and managing benefits.
  • Any other projects as assigned
Qualifications:
Education:
  • Bachelors degree in Business Management, Business Administration, Human Resources, Accounting or a related field.
  • Related payroll & benefits courses/training preferred

Experience:
  • Minimum of 7 years’ experience with automated payroll systems (ADP Workforce Now preferred) and/or benefits administration
  • Understanding of the Regulatory and Legislative imperatives and impacts related to Total Rewards programs (FLSA, Sec 125, ERISA, 409A, HIPAA, etc.).
  • Experience with vendor relations and multi-state employers preferred.
  • Experience with Canada and Mexico compensation and benefits preferred.
Skills:
  • Highly proficient with hands-on processing experience for an international organization using level ADP Workforce Now experience with Time & Attendance systems knowledge. Also must be comfortable using ADP Reports.
  • Proficient in Microsoft Office; advanced knowledge of MS Excel.
  • Compliance– Strong knowledge of Federal, State, and local regulatory compliance around payroll to understand and be able to enforce standard operating procedures, with controls. In-depth knowledge of laws around garnishments, subpoenas, and payroll compliance in the US.
  • Strategic Thinking - Demonstrates ability to develop a plan of action to achieve a particular goal or objective.
  • Communication Skills - Ability to clearly express ideas, both written and verbal, in a logical manner.
  • Project Management - Experience in planning, coordinating, and communicating key objectives, tasks, and risks related to initiatives/process improvements/projects.
  • Problem Analysis/ Decision Making - Demonstrated ability to analyze problems, identify root causes, choose the best alternative to take corrective action, create specific, measurable action plans, and monitor progress to a successful conclusion.
  • Teamwork – listens and relates well to others, while tactfully and effectively expressing opinions.
  • Ability to maintain confidentiality.
