FosterThomas, Inc. is a leading HR Management and Consulting firm. We are seeking a Deputy Program Manager – USDA/Civilian Program Support to assist our client, DTC Global Services, LLC out of their Washington, DC location. This is a full time, permanent position. 

Key Role:
You will be responsible for supporting our on-going USDA and civilian programs, managing on-site and remote technical and business analysts, and manage multiple task orders to meet client and organization work objectives.
Manage a staff of technical and functional resources to include:
• Enforcing policies, procedures, and documentation requirements, and program-level requirements
• Supervision and coaching employees
• Conduct annual performance reviews of their staff
• Interview and hire qualified candidates
• Report operational and financial status to  corporate management and government staff as necessary
• Provide Subject Matter Expertise in the areas of Information Management, specifically acquisition and procurement policy.
• Oversee financial, personnel, task orders, cost and technical performance
•  Key point of contact for client leadership and ensure daily, weekly, and monthly status reports for executive, management, and technical client personnel are completed with accurate information.
• Write technical content for proposals, white papers, and other artifacts to support proposal and business development as needed
•Create plans for the successful delivery of services within budget and schedule constraints.

Basic Qualification:
• Bachelor’s Degree in business management or related field and current Project Management Professional (PMP) certification (may be waived based on experience).
• 5 years of experience managing multiple projects (including all aspects of project management and oversight including but not limited to financial, personnel and client management. 
• Demonstrated experience managing a team of on-site and remote personnel
• Ability to travel to various location across the US 
• 8 years of Information Management or related experience
• Experience with SAP and PRISM systems highly desirable
Additional Qualification:
• Prior experience supporting USDA or other civilian Federal programs preferred
• Demonstrated excellence in key project skill sets including leadership, communication, customer relations, staff relations and management, business development all with attention to detail
• Ability to ensure that high quality deliverables are managed and produced
• Effective team leadership skills and ability to communicate effectively with the Client, our team members, and Subcontractor staff.
