FosterThomas, Inc. is a leading HR Management and Consulting firm. We are seeking a Technical Program Manager to assist our client out of their Washington, DC location. This opportunity is full time and permanent.

DTC Global Services is seeking a Program Manager to lead a technical operations support program at the USDA.
Key areas of focus will be in Operations and Maintenance (O&M) and Development, Modernization and Enhancement (DME) software activities. The Program Manager will provide technical, administrative, and operational leadership to one or more task orders.
Your future duties and responsibilities:
Provides technical, administrative, and operational management of assigned projects, including contract, budget and subcontractor management.
Supervises assigned staff, including subordinate managers.
Develops technical project plans, proposals, reports, and task order and administrative reporting.
Reviews future project requirements and develops strategies for future work.
May also perform high level technical services on assigned tasks.
Conducts planning and provides recommendations to client on task workload.
Attends customer meetings and serves as our primary client liaison.
Interacts with vendors, other agencies, and other client staff on behalf of the client.
Coordinates development of deliverables and products.
Ensures quality assurance of project deliverables.
Maintains current knowledge of relevant technology as assigned.
Participates in special projects as required
Required qualifications to be successful in this role:
10-12 years of related experience, including supervisory experience on technical programs or projects.
Bachelors Degree in a related business or technical discipline, or the equivalent combination of education, technical training, or work/military experience.
Effective management and leadership skills.
Effective administrative and organizational skills.
Ability to manage multiple projects simultaneously.
Experience providing technical leadership in a complex enterprise system of systems environment.
Knowledge of software engineering principles, methods, and techniques to include Agile/Scrum, DevOps and Continuous Integration / Continuous Delivery (CI/CD) methods.
Experience acting as a Scrum Master or Scrum Product Owner highly desirable.
Experience working with Oracle platforms to include middleware and database technologies.
Experience with Compusearch PRISM.
Desired Experience:
Agile/Scrum certification (offered by Scrum Alliance) is highly desirable.
The ideal candidate will have direct experience in supporting federal programs.
PMP certification is preferred.
