Introduction

We are assisting our client, Snowbird Agility, in search of an HR/Recruiting Manager. Snowbird Agility is a fast-growing federal contracting firm committed to transforming how public service organizations deliver mission outcomes. As a growing company, Snowbird requires an HR / Recruiting Manager who can successfully build, manage, and mature the HR and recruiting function while supporting operational excellence and compliance during our expansion phase.

Position Summary

The HR / Recruiting Manager oversees all human resources operations, talent acquisition workflows, compliance, and employee support initiatives across Snowbird Agility. This role partners closely with leadership to develop policies, support recruitment, improve processes, and ensure compliance with federal contracting standards. The ideal candidate is proactive, organized, knowledgeable in HR best practices, and able to balance strategic priorities with day-to-day HR operations.

Primary Responsibilities

- Manage full-cycle recruiting for technical, administrative, HUBZone, and cleared positions.
- Develop and maintain job descriptions, organizational charts, HR policies, and hiring workflows.
- Coordinate and manage onboarding and offboarding, including orientation, equipment coordination, and documentation.
- Administer employee benefits, enrollment questions, and renewals.
- Support leadership with employee relations, performance management guidance, and conflict resolution.
- Maintain HRIS, personnel files, and HR documentation in compliance with federal regulations.
- Ensure compliance with federal contracting requirements, including labor categories and clearance documentation.
- Prepare HR reports, recruiting dashboards, and compliance summaries for leadership.

Secondary Responsibilities

- Assist with HUBZone tracking, residency verification, and compliance maintenance.
- Coordinate trainings, including cybersecurity, ethics, and required federal training.
- Support Snowbird’s culture initiatives and internal employee engagement activities.
- Assist with payroll coordination, timesheet review, and reconciliation support where needed.

Qualifications

- Bachelor’s degree in Human Resources, Business Administration, or related field.
- 5+ years of HR and recruiting experience; federal contracting experience highly preferred.
- Strong knowledge of HR practices, compliance, employment law, and recruiting best practices.
- Experience with HRIS systems, ATS tools, SharePoint, Teams, and Microsoft Office.
- Demonstrated ability to communicate effectively and support staff at all levels.
- Strong organizational skills with the ability to manage multiple priorities.
- High level of professionalism, discretion, and confidentiality.

Physical Requirements

- Ability to sit or stand for extended periods while working on a computer.
- Ability to lift up to 20 lbs for materials or equipment.
- Ability to travel up to 10% for operational meetings or hiring events.

Compliance Requirements

- Must meet federal suitability requirements and pass a background check.
- Must complete federal annual training requirements including cybersecurity, ethics, and privacy.
- Must adhere to FAR, DFARS, and contract-specific HR requirements.
- Responsible for accurate recordkeeping, personnel file maintenance, and audit readiness.

Compensation Range

For a company under 50 employees in the federal contracting sector, the expected salary range for an HR / Recruiting Manager at Snowbird Agility is:

• **$75,000 – $105,000 annually**, depending on HR experience, federal contracting exposure, certifications, and level of responsibility assumed.

This range reflects HR leadership responsibilities, full-cycle recruiting ownership, and compliance management for a small but growing organization.
