Job Title: HUBZone Workforce Development Manager
Role Purpose
The HUBZone Workforce Development Manager will lead Snowbird’s HUBZone talent pipeline strategy, overseeing recruitment, vetting, training, and compliance for entry- to mid-level candidates. This role is responsible for building a sustainable workforce development program that prepares talent for careers in business development, communications, administration, operations, and entry-level contracting roles.
This leader ensures Snowbird remains fully compliant with SBA HUBZone regulations while expanding community impact through strategic partnerships with career centers, workforce boards, and colleges/universities in HUBZone areas.
Key Responsibilities
HUBZone Compliance & Governance
- Serve as Snowbird’s primary HUBZone compliance owner
- Maintain accurate documentation for:
- Employee residency verification
- Payroll & headcount tracking
- SBA audit readiness
- Monitor SBA policy updates and ensure internal adherence
- Partner with HR and leadership on certification renewals
- Maintain HUBZone reporting dashboards
Talent Vetting & Program Leadership
- Design and manage Snowbird’s HUBZone development pipeline program
- Lead vetting of entry–mid level candidates for:
- Business development
- Communications
- Administrative support
- Operations
- Entry-level contract roles
- Develop:
- Candidate screening criteria
- Interview frameworks
- Readiness assessments
- Own onboarding and training pathway design
Training & Workforce Development
- Build structured learning tracks including:
- Professional skills
- Federal contracting fundamentals
- Business operations
- Client service excellence
- Partner with internal leaders to:
- Deliver training
- Provide mentorship
- Create growth plans
- Track trainee progress and placement outcomes
Outreach & Community Partnerships
- Establish relationships with:
- Workforce development boards
- Career centers
- Community colleges
- Universities
- HUBZone community organizations
- Represent Snowbird at:
- Career fairs
- Campus events
- Community forums
- Create pipeline agreements (MOUs)
Internal Reporting & Management
- Produce monthly reports on:
- Candidate pipeline
- Placement rates
- Program performance
- Compliance status
- Present updates to:
- Executive leadership
- HR leadership
- Track ROI of workforce initiatives
Success Metrics
- HUBZone compliance maintained at 100%
- Qualified candidate pipeline built quarterly
- Successful placement rate of program participants
